500GB Expansion Portable Hard Drive - asking for Windows Found New Hardware Wizard

My PC doesn't recognise the external drive at all. The light is on, the drive is spinning but the drive doesn't appear under "my computer" Every time I plug in the USB, the Windows Found New Hardward Wizard comes up. I have tried the troubleshooting links provided in other forum questions. The drive isn't recognised at all under disk management or under Universal serial bus controllers under device management. It does appear under other devices with the ? and ! next to it. Is says the device is not configured correctly (code 1)

 

Any suggestions?

Is the code displayed as "1" or "10"? If it's the latter, please take a look at this knowledge base article:

Thanks for your reply. The code is definitely 1. The light stays on continuously. When I tried the drive on another PC (which it worked perfectly on), the light blinked.

It would be good to try different cables with the drive, just make sure that the power cable has the same specifications as the one you're currently using.
