Seatools for windows: Installation ended prematurely because of an error.

I just bought a new seagate drive that came in a retail box so it had a utility cd.

When I tried to install Seatools for Windows from cd it said that I needed the following 2 programs:

Microsoft .NET Framework 4 Extended Microsoft Corporation 3/7/2013 46.0 MB 4.0.30319

Microsoft Visual C++ 2010 x86 Redistributable - 10.0.30319 Microsoft Corporation 3/7/2013 11.0 MB 10.0.30319

Well all I get is : Installation ended prematurely because of an error

So it never installed to Program Files.

I then went to seagate downloads and tried to run the installer:

SeaToolsforWindowsSetup-1208.exe 3/7/20131:44 AM Application 21,192 KB

It did not complain about Net4 anymore but got: Installation ended prematurely because of an error

All that tech support could do was give me a link for Seatools for DOS which is dated Dec 2010

I have a P45 Mobo set to IDE Mode running Vista Home prem sp1 32 bit

The new drive is ST310005N1A1AS-RK MODEL: ST1000DM003

Note this is an advanced format Drive with 4 K Sectors

So Seatools for Dos is outdated and does not know what an Advanced Format drive even is !

It would be nice if Seatools for windows would work but it looks like I am out of luck,
