Are you trying to install the O/S with the drive still as an external?
If so, take it out and hook it up as an internal, have a floppy ready with sata drivers on it, and load them when asked to, 3rd party driver message, then minimum partition it and format and it should all load up properly.

I was using the drive with an older syatem on a PCI card and only had a laptop external usb adapter to format it. That is where I got the error message but had no other recourse at the time. Then I purchased a new desktop computer, with sata. Conn put this drive on Sata 2. Reformatted it with sea diswiz.to 100gb partitions so compatible with old computer on PCi. Everything looks good and can put data files on the partitions, used, free sectors, size all reads good. Then disconnect the old drive and put new drive as 1. Have it connected as internal Sata on connector 1 master. Then the problem showed. Everythin looks and checks good. Os loads files etc then I still get message, drive is not formatted or damaged, press enter to format drive, using win 2000pro. Seems to be formating blue line along bottom. When done, says drive cannot be formatted. I check drive, nothing on the newly formatted partition is changed or erased. I can use drive ok for storage, files, size, used, everything shows ok. Just cannot get os to load, Tried to load Win95 won't do it either. I guess I can always use the drive as backup, storage, just not bootable with Os. Also, I formatted drive as not logical but Primary so will be bootable. NOT NTFS but Fat 32 for Win 2000pro 32bit system. Auto bios detects ok. I set bios in different ways. 1boot CD/dvd 2 boot SAta 3 floppy....1boot Sata 2 cd\dvd 3 flppy etc. Saved F10 ...Seems crazy...I have put OS systems on many computers in the past, many drives , never this problem. Maybe it is the computer MSI 7309 v1.3 board? Something with Sata. I had troubel also getting the OS system to install on the original drive since system was NO OS kit. IT put some kind of menu on the IDE drive that boots the Sata OS system drive. UNtil I put the ide drive on the IDE cable, it wouldn't install the os either on the seagate 160gb came with the kit. Weird, something I don't understand about this new sata or bios menu system, Msi support is not very good on this as info with board. Buddy

That might be the problem, FAT rather than NTFS, iirc, and I'm not sure as I've never used either, but NT and 2000 are the original ones written with NTFS in mind.
MSi is never that good at explaining anything tbh, not bad products, but buggy when they want to be.
I'd perform a full format, and make sure you delete and then make a new partition, at least then you know there's nothing left to interfere.
