The component you have circled is a Transient Voltage Suppression diode. If you are absolutely certain that your power supply is OK, then you can desolder this component and the drive should work properly without it. These diodes are intended to go short circuit when subjected to an overvoltage condition. They sacrificially protect the rest of the logic on the PCB. I'm assuming that there are no open copper traces in the vicinity.
If you wish to replace the faulty TVS diode, then this Usenet discussion may help you obtain one:

I also had a problem with a PCB. I looked for hours for one for my Barracuda drive.
I finally found a place that sells replacement PCB's
Seagate support was useless and telling me that I have to go back to HP to get a PCB for a Seagate Drive!
check out this place to see if they have what you need.
I have not received my replacement yet, but can't hurt to give them a try!
I will update when I get the part to see if it works for me.

Thanks!! I will give it a shot! I will let you know how it works out!
Let's say that it got fried, by the incorrect application of POWER! Smoke and smell came out. I'm hoping that the EEPROM is not damaged on the orig PCB , cause if it is I am in trouble....

Just wanted to let you guys know...
I received the PCB from the link above today. 3 day delivery from CA to NJ is pretty good.
I installed the board and worked like a charm! I had also contacted the company becuase my drive information did not match EXACTLY to what they had listed, they said that I could try the board and if it didn't work they had another board that I could try after I returned the wrong one.
I cannot say anything bad about my first experience with onepcbsolution.com
