Yes, they are all, but I don't hear the starting beep sound and my PC seems as if it has no graphic card. When I plug my 80GB Samsung one which I have been using for 4 years, there is no problem.I didn't understand what's wrong with this new one.
Should I uptade the bios's driver? What's the jumper setting? Could it be useful?
*It is working in my friend's case

I can't help you, but if the POST was able to test the graphics card and found it faulty, then you would have heard 8 beeps. A failing memory test results in 3 beeps. If you pull all the RAM, do you get a POST beep code? If you pull the graphics card, do you get a different beep code? Doing the above may help you determine at which stage the POST is hanging.
Try booting with the SATA data cable disconnected. If the POST still fails, then it would be a power supply loading issue. If it passes, try hot-plugging the drive's data cable, if you feel OK with that.
Have you tried limiting the drive's interface speed to 1.5Gbps with a jumper?
Have you tried configuring the drive for legacy mode in the BIOS setup?

I think this will fix my problem, but I don't know how to do.

I can't reach the bios or anything when I plug it because my monitor just winks at me.

The jumper setting should be in your product manual.
Seagate's document library:

As for legacy mode, configure your BIOS with the drive disconnected. In legacy mode, the SATA drive and interface look like a PATA drive.
I don't expect any of the above to work, but I don't know what else to try.
