Poor performance HDD

I recently RMA'd my Seagate Barracuda 7200.12 and I received a drive with poor performance. When I transfer files from one partition to another ( I divided the HDD into two partitions ) or when I copy a big file on the same partition it transfers or copy from [b]100+ MB/sec to 20 MB/sec in a few seconds[/b]. It's really frustrating especially when I do it with really big files or do something that involves the performance of the HDD. It takes a really long time when It should do it within a matter of seconds. So I want to RMA this HDD again, will you still accept it ? I wanna ask beforehand because I don't want to RMA it and then just get rejected in the end.
