Replacement drive is DOA

My replacement ST31000528AS is DOA. Seatools does not recognize it. I can hear the drive trying to spin up in the enclosure but it never comes to full spin. It just keeps trying over and over again. What is my next step?

NVM. Turns out the enclosure is faulty. The drive works fine in another enclosure.
