ST31000528AS 1TB is making clicking noises, not spinning up and not recognized in BIOS

My ST31000528AS 1TB is making clicking noises, not spinning up and not recognized in BIOS.

ST31000528AS

PN: 98L154-302

Firmware: CC38

The drive is clicking a few times and stops, not recognized in BIOS.

I have another drive with same PN and Firmware, I tried to swap the PCB however the bad drive would act the same way even with the good's drive PCB. What surprised me is that the good driver - after installing the PCB from the bad drive would act exactly the same (some clicks, stop, not in BIOS). After swaping the PCB back - the good drive works fine, the bad drive doesn't.

Any ideas how I can try and get my data out of the bad drive?

What do you mean by "not spinning up"?

Does the motor actually spin up and then down again?

Are the clicks loud or are they very soft?

Are you describing a stiction fault (heads stuck to platters), or a spindle nearing seizure?
