Segate 1Tb drive only reading 931gb of the drive

Good morning,
I purchased a segate 1Tb hard drive the other day at staples. The tech there told me that mu Windows xp Sp3 would detect all 1000gb of the drive. When I finally installed it my bios is seeing 931gb of this drive. it is now in mysystem as a secondary drive housing backup and is also showing 931gb. What has happened to the other 69gb of this drive. I have my Bios up todate according to the dell website.
What do I have to do to see all or close to 1000gb of this drive.
