When copying large files between my Barracuda drives (st31000528AS st2000dl003) even with nothing else running I get about 20-25MB/second.
Is that good or bad?
If bad, how can I get an improvement.
Running Windows 7 on Gigabyte Technology Co., Ltd. GA-MA785GMT-UD2H with AMD Phenom(tm) II X2 545 Processor and 4GB Corsair DDR3 RAM.
Drives are on different channels, but one contains Windows system.

Update your chipset drivers and try a different sata leads or swap the ports around, make sure your sata leads aren't kinked.

Many small files are slower to copy than a few large files. Using the same two drives you mention and copying over a USB 3.0 connection, I get speeds in the range 70-80MB/sec when copying large files. Using two ST2000DL003 connected to the motherboard via the Sata 6.0 Gb/sec ports, I get speeds in the range 80-130MB/sec depending on file sizes.

if your cables do not have clips, new cables have clips to ensure a solid connection.

I was going to say big files tend to slow down, also you have one 7200 drive with a 5900 drive, the 5900 is a slug, although I still think you are a driver short or the sata leads need re-porting, master should be on a lower number slot that the slave, i.e 7200 port 0, 5900 port 1.

I own the same disk as the OP (ST2000DL003) and copying MP3 files is fast and can achieve close to 45MB/s from a ST37500528AS
The benchmarks seem in line too, so I suspect the OPs small files can slow things down.
I cloned the 750 to the 2TB and it took very little time, the 2TB green has excellent sequential write performance which is ideal for video.

I disagree. I'm using four of each type of drive (ST31000528AS and ST2000DL003) internally, externally, both as boot and data drives. I find the drives give comparable performance in all situations. Now that's not to say the 528AS won't be quicker under some conditions, but as a general perception, I doubt anyone could consistently tell the difference if they didn't know which drive was inside the box.

ST2000DL003 reviews I read showed it to be respectable, that is why I bought it, so I could install vast numbers of PC games
Never had a problem with it, works perfect as expected
If speed is that critical, get an SSD
