Failed to read the file install error - DiscWizard

Running windows 7 64 bit.  Receive "Failed to read the file" install error.  Redownloaded the file, no change.  Tried "run as admnistrator," no change.  I've full admin rights.  Disabled Malwarebytes and Security Essentials, no change.  Suggestions?
