I need advise on recovering data from a dropped HDD. I removed the outer case and plugged the drive into a PC but I don't hear anything. The drive does not spin or make any noise. I did some research and checked if the PCB is fried but all components look fine. I checked the resistance on the TVS diodes and it looks ok. Not sure where to go from here and any advise to troublshoot it further would be greatly appreciated.

At this point, it's hard to say whether the PCB or the HD is at fault. However, due to the drop, it's most likely that some internal components of your HDD might have been dislodged/damaged.
Since you've already removed the outer case, you can go to my post here:
hope for the best that you might find some helpful info.
You might also want to contact these places to see whether they could help you test the PCB or find the correct replacement:
Hope this helps.
