What sort of sound? is it a spin up spin down one? this would perhaps suggest your usb port doesn't provide enough power.

just by listening i can tell that the disk inside is not spinning? i already plugged in a Y-Type USB port to add power but still wont work

Also, if you hold it you may be able to feel the gyration effect of the drive spinning.  Tilt it back and forth, but gently.

Ok, I know what is happening I get it from time to time myself, try this, move it around your USB ports until you get one where the drive just illuminates but doesn't flash, if it's not in My Computer don't worry, open disk management in windows and select re-scan option on the right hand side of the screen in option's, it should detect and load up then, it will then write something to the drive and you shouldn't have the issue again, if it does play up again assuming this fixed it simply rescan again, or get a free utility called Hotswap if you want to speed the scanning process up.
