Memeo instant backup - backup or sync

Can you clarify for me - memeo instant backup, does is sync with its client folders or just add files it doesn't already contain.

I have a 1T hard drive with is filling quickly, on examination, mostly with files I have deleted from my computer.

If it is just add is there a way of deleting stored (but no longer needed) files - there are many dire warnings about daring to do such a thing in the Memeo folders?

If not how do you delete Memeo.

The software adds to the files from previous backups. We have a list of features in the following knowledge base article:
