Yes you can buy a Goflex desk base for around $30 and plug the drive into it and use it as a USB drive.
OR
another user says you can use a SATA to usb cable.
OR you should be able to use your Goflex Home without a WAN connection. It should show up in your network even if your internet is down. You can also connect it directly to the ethernet port on your PC and don't need the router unless you want to access other devices on your network..
How are you trying to connect? Maybe Seagate share or the desktop software needs an internet connection, but you should just be able to access it through Explorer like any other device or PC on your network.

To get your GFH working on your network
make sure the workgroup name is set the same as the other PC s on your network in Seagate Share Preferences > Server Preferences > Network Sharing
I recommend setting a fixed IP address in Preferences > Server Preferences > LAN Connection (You can do it in your router too, but make sure you assign the same address in both places if you do)
Make sure gateway is set to your router IP (usually 192.168.0.1) in Seagate Share Preferences > Server Preferences > LAN Connection
set DNS Server 1 to your local DNS - type nslookup in a command window (PC) to find your network DNS
