Tried to clone from existing hard drive, Error Widows Update cannot start because service is not running. Reboot with factory drive, No problems. Tried to restore Momentus drive useing Symantec System Recovery. Same problem using various image restores. Tried Microsoft auto fix. Found no problems. Ran Windows update again. Same problem.

That is a known Microsoft problem.
Do not clone.
Do fresh installs.
If you insist on cloning... contact Microsoft who have a very extensive writeup on what the issues are... it involves things like WGA.

Solution Found !!!!!!!. Laptops using HD greater than 700GB need following Intel driver: Intel Rapid Storage Technology Driver ver 22.214.171.1241.
Installed driver and all problems resolved.
Did not need to reactivate. Was able to clone or restore with Symantec System Recovery while expanding partition to fill new drive.

As a point of reference, I did an Acronis backup from a 330Gb drive, and restored it to a Momentux Xt 500 drive without an issue, and speed was great after the restore and a couple bootups...

I had the same problems mentioned in this thread. None of the Windows troubleshooters worked (I kept getting the error message "a problem prevented troubleshooter from starting") and Windows Update wouldn't work. However, after updating to the latest Intel Rapid Storage Technology drivers, I was able to transfer my system to a Momentus XT 750 GB drive using Acronis True Image 2012.
I have a Thinkpad T400 running Windows 7 Ultimate 64-bit. I was formerly using a Seagate Momentus 7200.4 500 GB hard drive. I updated the Intel Rapid Storage Technology drivers to version 10.8.0.1003 (10/17/2011) and then imaged the 7200.4 drive using Acronis True Image 2012. I replaced the 7200.4 drive in my laptop with the Momentus XT 750 GB drive and started up my laptop with the Acronis True Image 2012 boot media. I restored the images I made from an external hard drive, carefully restoring the system partition, followed by the data/app partition, and then the Lenovo factory restore partition. Finally I restored MBR+track0. On the first boot after the restore, the Lenovo software fixed some problem in the boot record. The second boot brought up Windows 7 but Windows wanted to reboot again. On the third reboot, there were no further changes and eveything seems to be working.
The key was to install the latest Intel Rapid Storage Technology drivers before making any images. All my previous efforts to move hard drives failed because I hadn't updated the drivers.

This is what worked for me much easier that jumping throw MS hoops.
Summary in case the link dies:
Basically the guy thinks the Windows Updates download(s) got corrupt somewhere, so he tells you to stop the Windows Update service, delete all the files in C:\Windows\SoftwareDistribution\, then re-enable the service. I rebooted my machine but it probably wasn't necessary.
I registered just so I could share this worked as I have spend many hours on this. I did not solve this but wanted to spread the word.
