This seems to be a somewhat common issue.
After some time researching, the actual issue here is a "Accounts Rights" issue.
There is an internal conflict between users accounts and tha Admin account.
To fix: delete ALL of the 'users' accounts and, as Admin, you will now have full access back to delete files / folders.
