For the first few weeks I've owned it, it worked fine when I plugged it into the USB 3.0 ports on my new MacBook Pro. Recently, it's been very selective over when my laptop actually recognizes it though. Somtimes it will, but other times, the blue light indicating it is recieving power will light up, but it will not show up in my connected devices, or in Disk Utility.
I've copied plenty of files over to it, and I'd hate to lose access to them. Id addition, I have a USB 2.0 HUB that I use to connect other devices, as I often need more than the two ports the MacBook Pro comes with. I plugged the Expansion Portable in through the HUB, and it detected the drive just fine, and I was able to access it.
What might be the problem? Is the chord bad? Is this a bug with Mac OS X 10.8? Is my drive damaged?

I think the cables that Seagate supply are not very good. I have a freeagent ultra portable that is hit and miss with the cable.

Are there any 3rd party cables that are compatible with the Expansion Portable? Or other higher-quality cables from Seagate?

Your drive model doesn't require special cables and we don't have a specific brand that we recommend.

This doesn't entirely answer my question. I was asking what my problem might be if my computer cannot recognize my drive via my USB 3.0 ports (but has been able to in the past), yet it works when plugged in via a USB 2.0 HUB?

My apologies about not answering your question there.
The Expansion drive series is not supported with MacOS so I don't have specifics you can troubleshoot in this situation.
However, just some general information about Mac OS and USB3.0 - only newer Mac systems support USB3.0.
