Most likey you toasted the USB controller. Not sure about the HD, they use 12V too.
If you want, check YouTube and they will show you how to remove the HD (warranty by-by) and put the HD into another USB holder. The holders are sold at most computer stores, like $35 for a basic unit.
If you are lucky, the drive will spin.
If you have a knowledgeable friend.
You can plug that HD into a computer that's off (just the power supply) turn on the PC and feel if the HD spins.
If you plug the HDs controller cable, then you have to mess with jumpers.
No spinning, you may have toasted the HDs 12V motor's.
