OneTouch 4 Mini won't boot on Thinkpad T61P

I upgraded my internal hard drive, so reloaded XP onto the old hard drive while it was installed inside the laptop.  I then installed that old hard drive in my external OneTouch case.  However, I can't boot via USB from it.  After POST, I just see a cursor flashing in the upper left corner. 

 

I have verified:

  • BIOS USB settings are enabled
  • USB HDD is towards the top of the BIOS boot order
  • BIOS setup recognizes the OneTouch on USB 2.0
  • No BIOS Legacy USB settings are available
  • I can browse files on OneTouch from Windows 7 Explorer (when booting from new internal hard drive)
  • Windows Devices (when booting from new internal hard drive) recognizes OneTouch on Port_#0003.Hub_#0003 and report working properly.
  • I am using the USB cable from a Maxtor OneTouch III Mini (red connector)
  • Recent Thinkpad BIOS updates, drivers, etc.

 

Any ideas why I can't boot from the external OneTouch 4 Mini?  Do I have to reinstall XP while it's in the external case?  Or perhaps run Windows Repair on it?  Thanks.

The HD was originally connected to a SATA controller. I expect that the OS on the external HD still expects to see the same controller.
