Configuration: Dell Latitude D610, Windows XP SP3 1.73 GHz Pentium M
Seagate Expansion 1.5 TB (Model ST315005EXA101-RK).
Problem occurs with BOTH FAT32 and NTFS. The problem occurs when a basic partition containing the entire drive is created and then formatted for either FAT32 or NTFS. Running CHKDSK (or a disk check from My Computer>Properties) works. If one goes one step further and requests a "Check for bad sectors" (CHKDSK /R) the request gets as far as Phase 2, and then stops.
Performance Manager shows no disk operations and no transfers occurring on the USB drive. The Green LED on the drive face is blinking.
Admittedly, I am concerned. Clarification as to what is happening would be appreciated.

Some clarity has emerged.
Apparently, the Windows Performance monitor does not register USB activity when a USB-connected drive is undergoing verification. Additionally, the update frequency of the % completed, while adequate for small devices, is far less indicative of activity on today's far larger devices (apparently, the update occurs every 5%, which corresponds to many gigabytes and many more minutes of unchanging display).
This situation is apparently resolved.
