Looking at these two drives with a somewhat laymans mindset. Is a 2/4 disc/head with internal transfer of 85-142 vs. a 4/8 disc/head with internal transfer of 73 to 125 worth approx. $60.00 or 30% more.
Or maybe I should ask, what type of activity or consideration makes one buy the higher priced drive with what appears to be near same performance numbers.

Your numbers are correct but used incorrectly. The 85/120Mb is the Internal Transfer Rate for the ST3146854LW. The 73/125MB is the Internal Formatted Transfer Rate. So if you want to compare the two you need to look at them in the same way.
ST3146854LW:
INTERNAL TRANSFER RATE (mbits/sec) 85 to 142
INTERNAL FORMATTED TRANSFER RATE (MB/sec) 58 to 96
ST3146855LW:
INTERNAL TRANSFER RATE (mbits/sec) 120 to 200
INTERNAL FORMATTED TRANSFER RATE (MB/sec) 73 to 125
So if you are curious about the price difference, then you can clearly tell that the ST3146855LW is going to out perform the ST3146854LW.
