diamondMaxPlus9 installed on winME,Bios recognizes, Explorer recognizes drive but not storage space

Tried partitioning thru DOS-fdisk - done w/100% memory in 1 primary partition & recognizes it all in DOS.  However, after restart computer to set, and right click on Disc, Properties shows NO bytes at all, left click says "Disc Not Formatted. ?want to format?"  Do I need to download the SEAGATE TOOL for special DOS for formating??

What do you see when you go to: right click on this computer (desktop) > Manage > Disk managment?
I use that when I have to make a partition (as long as it isn't C:\).

I was finally able to format by clicking on drive in Explorer, says not formatted, want to? & after checking all info, did full format & then computer recognized full storage space ready to use.
 
??Do you know how to copy from old disk to the new one?  The old was the 2nd drive on my computer, is barely working (have to restart computer several times to get it to open.-clicks a bunch)  There are only 2 physical cable connections for hard drives in my computer so one is utilized by Master Drive (C) where OS is running.  So I'd have to 1st install old flaky drive - do whatever- & then reboot with it physically replaced w/ new drive. Is there a seagate program (MaxBlast,etc) that will work on winME to do this?  Thanks for your input-
